MINUTES:  The minutes of the last meeting, June 8, 2008, were approved.

 

TREASURER'S REPORT:

 

Treasurer, Dale Middleton, was unable to attend today's meeting.  BetteJane Middleton submitted the Treasurer's Report on his behalf.

 

            June 8, 2008 balance     =  $ 11,429.06

            Deposits                       =  $      945.00   (dues 23 owners @ $ 40.00 each = $ 920.00

                                                                        $ 25.00 in donations)

            Disbursements              =  $      733.42  (security - $ 345.00 

                                                                        security - $ 240.00 

                                                                        supplies Ave D steps - $ 68.42 C. Anderson

                                                                        July & Aug. trash service - $ 80.00

            Current Balance             =  $  11,640.64

 

Terrye noted that she had also taken in an additional $ 240.00 in deposits.  They will be included in the next Treasurer's Report.

 

Dale also reported that, to date, out of a total of 394 property owners, 111 have paid dues and 283 are unpaid. 

Regarding specific service portions of the budget, the status is as follows:

 

            Security Patrols -           $ 2,000.00 budgeted, $ 825.00 paid, balance of $ 1,175.00 

            Mosquito Control -        $    700.00 budgeted, $ 700.00 paid, balance of zero

            Trash Service -              $    480.00 budgeted, $ 160.00 paid, balance of $ 320.00

 

 

COMMITTEES:

 

Roads & Drainage - At the previous meeting, Terrye reported that a complaint had been received about a possible failure to obtain a permit for an asphalt addition to a property on Ave. C.  Today, Terrye reported that she checked with the county and found that the property owners had indeed obtained a permit.  

 

There was a discussion about the problem of people parking on private property outside the gate at the boat ramp.  It was suggested that cars be towed and the name of the towing company posted for people to get their cars back at owners expense.  Charlie Anderson will follow up on this.

 

Community Watch - Terrye brought up two items, which were sent to her by Charlie Bauerdorf who attended the meting.  The DNR regulates game, fishing. and hunting laws and boating safety.  Regarding climbing on the cliffs, the DNR only enforces this at state parks. Regarding duck hunting, waterfront owners can request a Blind License in order to keep the hunters from shooting ducks in front of their property. They may be obtained at the office on this side of the Benedict Bridge.

 

Boat Ramp Keys - Jim Powell made 15 new keys and gave them (plus the bill) to Terrye.  Bob Waller noted that he has a key turned in by a previous owner and will return it.  Terrye has 2 keys left to add to the new 15, plus the one Bob has, making 18 the total number of available keys.

 

Beach Erosion - Nothing new was reported.

 

OLD BUSINESS:

 

Security - At the last meeting, a proposal was offered that CBCA fund an additional security patrol for one night during the week.  As promised, Terrye contacted the LBCA (since a portion of Long Beach is included in the patrol area) for their input.  The LB representative was under the impression that week nights were already included in the patrol time and they asked for more information as to why additional patrols are needed.  Terrye will write back and explain that patrols are on weekends and why CBCA is suggesting extra patrols.

 

Ave D Stairs/Sign for - Charlie Anderson reported that he obtained an estimate of $ 55.00 to replace the wooden sign (private beach/no parking) at Ave D with a metal sign.  A motion was made and passed to fund up to $75 for the replacement of the sign.

 

Payment for National Night Out (NNO) - Patty Gay (LBCA) e-mailed Terrye that CBCA had not submitted a contribution for the National Night Out.  A motion was made and passed that the Treasurer submit a check for $ 300.00 to LBCA for the NNO. 

 

Sign for Parking Lot - Jim Powell reported that he is gathering the information CBCA needs regarding new signs for the boat ramp parking lot.  No price estimates are available yet.

 

Website - Pat McKnett reported that when she goes to the St. Leonard Tavern's website, one of CBCA's old websites comes up.  After a discussion between Pat, Charlie Anderson and Curt Walker, the three decided to continue to explore a solution to this problem offline.

 

NEW BUSINESS:

 

St. Leonard Vision Group - Carolyn Potts and Terrye attended the Vision Group meeting on June 9, 2008, representing CBCA.  Terrye noted that the agenda included a report on the group's accomplishments over the past year, including community events, signage for the polling house, and maintenance of the Garden of Remembrance.  Reports were also given on the status of obtaining public sewers, building a second access road from the beaches to Rte. 2-4, creating a village green, and maintenance of the vision groups website.  Fred Dellinger reported that the treasury has a current balance of $ 7,000.00.  When attendee input was requested, Terrye suggested that the St. Leonard community improvements might include a bank, an additional restaurant, a dry cleaner, and, a hiking, biking path along St. Leonard Road.   There was a very positive reaction from the attendees especially to this last item.  Charlie Anderson said he has a bill for the dues ($ 50.00).  A motion was made and passed to pay the dues.

 

Security Reports - After yeoman's service, Charlie Anderson has turned over the reins of obtaining and reviewing and reporting on the security patrol reports to Joe DeBay of LBCA.  Charlie said that there continue to be problems with graffiti at the Ave D stairs.  He will (once again) remove the most recent offenses. 

 

Bob Waller thanked the Board for being proactive regarding police patrols and efforts to improve security in the area.  Bob noted several areas of observed improvement.  (Thank YOU, Bob!)

 

National Night Out - About 200 participants attended the recent NNO.  While this number was lower than usual, the event was very successful.  Terrye worked the event and thanked the following for CB volunteers for working too:  Curt and Jennifer Walker, Charlie Bauerdorf, Carolyn and John Potts.   Thanks to everyone's efforts and displays/contributions from the community, "a good time was had by all."

 

New Residents/House Sales - Terrye was contacted by a local realtor regarding a home up for sale . She asked the realtor to notify her of new residents in Calvert Beach so that she can send appropriate welcome letters.  With home sales being slow right now, there is nothing new to report.

 

Campers/Dogs on Beach - Recent campers on the beach are gone now, Terrye reported.  She noted that they cleaned the beach while they were there.

 

Pat McKnett reported on the county's leash laws.  As long as the animal is "in the control" of someone, they do not have to be on a leash.  Residents are still encouraged and expected to clean up after their animals. 

 

Location for Sept./Oct. Meetings - The LBCA meeting house is not available to the CBCA for meeting in Sept. and Oct.  Terrye graciously offered to hold the meeting at her house each of those months.  The next meeting will be on Sept.14, 2008 at 10:30 AM.

 

Other Issues - A motion was made and approved to reimburse Charlie Anderson $ 40.00 for recording the CBCA by-laws with Calvert County.
