CBCA BOARD OF DIRECTOR’S MEETING

MINUTES:  The minutes of the last meeting, June 15, 2009, were approved.

 

GUESTS:  Sgt. McCort, Deputy Clas, Deputy Foote and Deputy Naeker,

Members of the Calvert County Sheriff’s Department Community Action Team (CAT) were present to brief CBCA on this newly-formed team and its role in assisting with community-based policing efforts.  Sgt McCort stated that their role is to be out in the community and be visible in order to act as a deterrent to crime and to communicate with organizations like CBCA and other members of the community to find out what kinds of problems exist, where the problem areas are and who may be responsible for the problems. 

 

The CAT Team then took questions from the audience.  Terrye Zaremba kicked off the discussion citing recent issues at the Boat Ramp.  On June 25th, the Sheriff’s Dept was called regarding a party with underage drinkers at the ramp, which was not secured.  The ramp was secured a short time later, but was reopened by a girl arriving.  The gate is supposed to be secured at all times but when the Sheriff arrived he seemed to be more concerned about the securing of the gate than the party and possible underage drinking.  Current boat ramp rules state that the gate is to be secured at all times.  Doug Crow pointed out that if the people that were at the ramp at that time didn’t have a key, they weren’t authorized to be there.  Sgt. McCort stated that the Sheriff’s Dept. is not responsible for enforcing our community rules but he will make sure that Sheriffs in the area have a better understanding of our rules.  He took down the case no. and would investigate this further.

 

Chris Savage also had a recent event where a teenager attempted to break into his home during the night and it appears that the Sheriffs were unable to apprehend the suspect even though he knew who the suspect was.  Sheriffs came to his home and the area on two different occasions and couldn’t find the suspect while moments later he was able to find the suspect with little trouble.  While searching the area, the police incorrectly apprehended his neighbor who partially fit the description. Acknowledging that our Sheriffs are very busy, for community policing to work, communication should be two-way communication.  As of this meeting he still didn’t know whether this person was apprehended.  Sgt McCort took down the name of the suspect and the date and time and would investigate further.

 

Other issues that were cited by members of the community were:

  • Fireworks on the beach
  • Unauthorized motor vehicles on the roadways
  • Right of way issues on the roadway with skate boarders.
  • Underage drinking

 

 

Sgt McCort cited that his staff is trained in dealing with 4 wheelers and that they even patrol the power line areas.  He recognized that these issues as well as speeders on the community roads are quality of life issues as well.

 

Deputy Clas also stated that there was grant money available to work on underage drinking enforcement issues and that based on the discussion he would pursue this further. 

 

Names of some of the suspects for some of these activities were provided as well as areas and times where patrols may prove productive.

 

Charlie Anderson also informed the CAT team that both Long Beach and Calvert Beach hire off duty sheriffs to perform security patrols of the area and that the team members may want to talk with them as well.

 

Sgt McCort and the all deputies thanked the association for the invitation and the information received and Terrye Zaremba thanked them for coming to our meeting.

 

TREASURERS REPORT:

05/17/09 Balance =             $12,781.70

 

A motion was approved by the board to allow Charlie Anderson to place approximately $8,000 of association’s fees into an interest bearing account.

 

A motion was approved by the board to allow Charlie Anderson to be repaid for $17.60 he spent on postage from personal funds.

 

Charlie Anderson also noted that our annual mailing resulted in a property on Cherry Lane paying dues to CBCA and they are not actually in our community.  The board approved that a refund of $40 be sent to the property owner.

 

COMMITTEES:

 

ROADS & DRAINAGE - Nothing new reported

 

COMMUNITY WATCH - Charlie Bauerdorf attended the June Community Watch meeting.  He reported that at the recent meeting they talked about people leaving their cars unlocked.  The county has experienced a lot of theft of GPS units and mobile phones form cars.  Simply locking your car can prevent some of this kind of theft.  Charlie Bauerdorf mentioned that although he attends the meetings we are not an official Community Watch neighborhood with members of the community trained in this program.

 

BOAT RAMP- New lock has been obtained from Jim Powell and will be installed on the gate on August 17, 2009.  Charlie Anderson will work on notification issues by posting a sign at the ramp and revising the website.  New keys are available to those who are current on their dues.

 

BEACH EROSION – Exposed and ragged well ring pipe that was an issue at earlier meetings has now been covered by sand and doesn’t appear to be a problem at this time.

 

OLD BUSINESS:  

 

Letters to delinquent dues payers – Doug Crow suggested that the Board consider additional follow up mailings to delinquent dues payers.  If a personalized letter to delinquent dues payers, citing the benefits of membership is mail merged and sent out on a targeted basis it may net additional income for the organization.  Charlie Anderson will look into the costs of printing, stuffing and mailing these delinquent follow-ups.

 

Letter to Planning and Zoning – Terrye Zaremba signed a letter from CBCA to the Calvert County Dept. of Planning and Zoning supporting the St. Leonard Vision Group’s plans for the Town Center.

 

Website update - The website is back up again.  Charlie Anderson has not been able to meet with the web designer to make many of the changes to the community web site.  Charlie will be updating some of the materials on the website.

 

Landscaping Sign – New landscaping sign has been placed at the entrance to the beaches.  Mike’s Works is doing the landscaping.

 

 

 

NEW BUSINESS:

 

National Night Out – Terrye Zaremba reminded everyone that National Night Out is Tuesday, August 4 at the Long Beach Community Center and she is looking for volunteers to assist with the event.  Curtis Walker and Charlie Anderson attended the planning meeting.  Curt will be working the dunk tank for the event and Charlie Anderson will be bringing the snow cone machine for the event.  CBCA contributed $300 toward this event.

 

Dave Portyrata Charlie Anderson informed the group that Dave Portyrata (President of the Long Beach Civic Association) was recently hospitalized due to kayaking accident.  Because of this, we are behind on receiving some of the Security Patrol updates.  Terrye Zaremba sent  him a card wishing him a speedy recovery on behalf of the CBCA.

 

Meeting Time – All future meetings will be held at 7:00 rather than 7:30. Dates remain the same.

 

Green Team – Jefferson Patterson Park is dedicated a cleaner, greener environment and is hosting an event September 27, 2009 from 11:00 a.m. to 4:00 p.m.

 

Other issues – No other issues.
